USING THE PSS ONLINE
While the Public Sector Scorecard is normally developed in a facilitated workshop setting, it can also be used remotely.

- Identify the group of people who will be working on the project. These should include senior managers, directors and staff across organisational boundaries, together with service users and other key stakeholders.
- Start with a webinar with a senior member of the client group giving an outline of the problem they wish to address and their commitment to listening to and acting on the results of the project. This is followed by a short talk by the PSS facilitator explaining the benefits of using the PSS and the process it will be adopting.
- Then divide people into subgroups of 4 or 5 people, ask them to choose someone to collate the results, and get them to work together via Zoom or some other online group tool.
- Each group is then asked to identify the desired outcomes and outputs of the project as they see them and to work collaboratively.
- The PSS facilitator will then look at the results and produce a draft strategy map which s/he shares with one or two key people on the project to make sure it seems OK. The resultant strategy map will then be shared with participants who will be asked for any suggestions for improvements.
- A second interactive workshop – organised in a similar way to before - will begin with a senior manager and the PSS facilitator sharing the revised draft strategy map and inviting feedback. Each group will then focus on how the organisation can achieve the relevant outcomes and outputs, and then identify potential barriers to processes working effectively together with ways of addressing these barriers.
- The PSS facilitator will then extend the strategy map to reflect the factors discussed and as before share this with a couple of key people.
- The next stages will then depend on progress so far. There may need to be a special workshop on risk management, with reducing key risks added to the strategy map as a desired outcome, with ways of reducing, eliminating or mitigating these risks as processes and capability elements.
- A subsequent online workshop will look at how they will know how well the project is doing, and identify potential performance measures for strategy map elements. All potential measures identified will be reviewed by considering data quality and timeliness issues, as well as aiming to minimise potential unwanted or perverse effects. A filtering process then takes place to ensure that the measures chosen are cost-effective and provide value for money.
