PUBLIC SECTOR SCORECARD MASTERCLASS -
PERFORMANCE MANAGEMENT WITHOUT THE BLAME

17 NOVEMBER 2016
SHEFFIELD HALLAM UNIVERSITY

This is a special opportunity to learn how to use the Public Sector Scorecard, which has been described by the Operational Research Society as 'moving performance management from a top-down, blinkered, blame-game approach to a system founded on inclusiveness, cooperation and understanding'.

The interactive masterclass will give you considerable insight into performance management in the public and third sectors based on a culture of innovation and learning, rather than a top-down blame culture. It will enable you to use strategy mapping, systems thinking, the Balanced Scorecard and the Public Sector Scorecard (PSS)

The PSS is an integrated strategy mapping, service improvement and performance management framework for the public and third sectors, which has been used in Canada, Chile, and South Africa, as well as in Europe. Its outcome focus makes it very effective not only for individual organisations and departments, but also for working across organisational boundaries.

FEEDBACK ON THE PUBLIC SECTOR SCORECARD

"In moving performance management from a top-down, blinkered, blame-game approach to a system founded on inclusiveness, cooperation and understanding, Moullin has established the middle ground .... which is no mean achievement"  Neil Robinson, Operational Research Society

“It’s very helpful to be able to see what's happening across the whole health & social care system, and where the balance of risks lie”
John Mothersole, Chief Executive Sheffield City Council

"The Public Sector Scorecard is groundbreaking"
Bob Penna, former director of research and           communications at the New York Senate and author of the Non-profit Outcomes Toolbox

"The PSS strategy map is really useful as it simplifies a complex issue with a complex response into an orderly understandable approach"
Jayne Ludlam, Executive Director for Children, Young
People, and Families, Sheffield City Council

"The SLC4L Strategy Map visually told the story of SLC4L, what we were trying to achieve and how. It helped all those involved understand the outcome and process measures the programme was trying to achieve, and therefore being evaluated against."
Carol Weir, Programme director, Sheffield Let’s Change4Life

"The PSS model is amenable to complexity and able to incorporate core characteristics of citizen involvement, partnership and integration. It enables the construction of a balanced metrics panorama at the system level, from which performance dashboards can be modelled."
John Soady, Office of Director of Public Health, Sheffield City Council.
